Frame of reference
Each plate in xy, bottom face z=0, thickness +z, centred on its outline; x along its 8.75 in (top, base) or 2.98 in (breaker) side. The top plate tab bends up off +y. Assembly root: base at z=0, top plate on 2 in standoffs, breaker mount on the top plate at -x, +y.
